Missing Resume by USB options - MSI z790 Tomahawk DDR4

Yes, these options are not there anymore, this is normal on MSI's 500- and 600-series boards with a current BIOS as well. Maybe these platforms don't support PS/2 devices anymore, or you'd have to set your BIOS to CSM/Legacy mode (which would block Win11 installation, it requires UEFI mode).  

How would I go about waking up my pc with only the click of the mouse or press of a key? As I stated before, if I enable "Resume By USB Device" then my PC will randomly wake up on its own (I am assuming some background processes associated with any connected USB device triggers this). Btw, thanks for the quick reply! EDIT: I used these settings on my last z490 mobo and it worked for me even though I dont have PS\2 devices.

My PC does not awake by its own with "Resume by USB Device" option enabled... seems to me your bios is bugged or something you just have plugged in is doing this. I'm on a B650 AM5 motherboard though, and it awakes correctly when pressing the mouse button. I have an K70 Keyboard and a Razer Deathadder V2 mouse, a printer and also a Xbox Controller that is plugged in the monitor's USB ports.  

As @citay suggested, I went through every single item in the device manager and for every item that had a "power management" tab I turned off "allow this device to wake up the computer". I narrowed my mouse and keyboard down to the only two devices listed under "Mice and other pointing devices". For some reason there are four "HID Keyboard Device" listed under Keyboards... but I have no idea what these are. Other than my mouse and keyboard, I have 3 other USB devices connected. One is a USB-C cable I only use for charging my work headphones, another keeps my Xbox controller connected to the PC, and the other is for my SteelSeries DAC. Hopefully my PC doesn't wake up on its own anymore since the only thing I kept for waking up my PC is my wireless mouse, which I switch off every night. Not sure why my mouse and keyboard don't show up properly identified by name in the device manager... not sure if Windows just doesn't have a way to properly identify them or if the device themselves don't have a way to communicate this to Windows.  

How do I wake the system with USB peripherals (keyboard, mouse) when the system is powered off?

Press delete when the system boots up to enter BIOS. Find "Resume by USB Device" under Settings/Advanced/Wake Up Event Setup and enable it. Press F10 to save the BIOS setting changes and exit BIOS.
